Security kiosks at Islamabad, Tilford, drew 49 objections and face a vote on 30 September. Also up: an Aveley Lane extension and a Brook estate rebuild.

Only one Waverley Borough Council meeting is scheduled for the week ahead. The planning committee meets on Wednesday 30 September at 7pm in the council chamber at The Burys, Godalming.

It will decide six applications. Two are in or near Farnham. The one that drew most objections is a retrospective bid to keep security kiosks and extra entry lanes at Islamabad, the Ahmadiyya Muslim community site on Sheephatch Lane, Tilford. Officers recommend approval for all six.

Islamabad, Sheephatch Lane, Tilford (WA/2026/00024)

Islamabad is about three miles south east of Farnham town centre. The application from Ahmadiyya Muslim Jamaat International asks to keep, after the event:

  • two dark green security kiosks, one at each entrance gate, each 2.7m by 2.1m
  • a CCTV and emergency services control room, 3m by 6m, “akin to a shipping container”
  • three tarmac “filter lanes” inside the site: a fast-track entry lane, a lane for vehicles needing security checks, and an exit lane for event days

The control room, the eastern kiosk and the filter lanes are already in place, the officers’ report says.

The site is in the Green Belt and the Surrey Hills National Landscape. The council received 49 objections and 23 letters of support.

Objectors cited harm to the Green Belt and the landscape, “urbanisation and militarisation of the area” and queuing traffic on the lane. Tilford Parish Council objected. The Surrey Hills National Landscape adviser objected to the design but suggested talks to find a solution.

Supporters said the site needs proper security and that the lanes would cut queues on Sheephatch Lane. Counter-terrorism security advisers recommended new gates and tracks into the site. The council has seen a confidential security report.

Officers accept the kiosks and lanes are “inappropriate development” in the Green Belt and cause “modest harm” to the National Landscape. They conclude that the safety of people using the site and the public outweighs that harm.

26 Aveley Lane, Farnham (WA/2026/01248)

Front, side and rear extensions to a detached chalet bungalow in the Farnham Bourne ward, with a chimney, dormers and rooflights. The detached garage would be demolished.

It comes to committee because 16 objection letters arrived from 12 addresses, the officers’ report says. Objectors call it excessive and out of keeping with the street and the Farnham Design Statement. Six letters from five addresses support it. Officers recommend approval with conditions.

Uplands Park, Park Lane, Brook (WA/2026/01080)

Brook is about eight miles south east of Farnham. The application would replace the main house on a 28-hectare estate, and a staff bungalow, with a new two-storey home and a car pavilion. It also includes relandscaping of the former stud farm and a solar array.

The solar array was moved in August from an open field to the roof of an existing stable block. The officers’ report says several objectors have since written to withdraw their objections, and Witley and Milford Parish Council supports the changes. It still goes to committee because the original round drew 20 objections.

Three driveways in Chiddingfold

Chiddingfold is about 12 miles south east of Farnham. The council is applying to itself for new dropped kerbs and two-space driveways at three council-owned homes on Pathfield: numbers 14, 17 and 20. Applications by the council go to committee. Only number 20 is open to public speaking.

Appeal decisions

The committee will also note four recent appeal decisions. Three went the council’s way. The fourth did not: an inspector approved four homes at Quarry House, Lower Bourne, and ordered the council to pay the full appeal costs. We report that decision separately.

  • Go along: informal public questions run for up to 15 minutes from 7pm. If nobody is there to ask one, the meeting starts straight away.
